Deleting User Profile Sections, Keys and Values

When deleting sections, keys and values the following rules apply:

1. Feature is only available in Wins version  v6.1.451.6 and Above Only

2. The currently logged in user can delete all sections, keys and values belonging to another user

3. The currently logged in user can delete all sections, keys and values expect the profile section from their account
